Funding : Adolescents Navigating Change, Health and Ongoing Recovery
Funding is available to implement Adolescents Navigating Change, Health, and Ongoing Recovery (ANCHOR) programs in Illinois. The goal of ANCHOR is to reduce adolescent deaths from synthetic opioids by achieving the following objectives:

  • Increase engagement of adolescents, particularly those who may be less motivated to seek help, and their families or caregivers, in the system of care.
  • Increase access to evidence-based and innovative resources and programs, including harm reduction, treatment, and recovery supports, tailored for adolescents and their families.
  • Reduce barriers to retention for adolescents and their families in the system of care.

To accomplish these objectives, ANCHOR subrecipients will establish programs that can include:

  • Comprehensive interventions, including screening and/or crisis response, adolescent treatment services, and outreach and engagement initiatives.
  • Innovative approaches such as online recovery groups, recovery high schools, recovery groups for adolescents, and evidence-based family support interventions.
  • Telehealth services and training and technical assistance to providers to support online activities.
  • Harm reduction education and programs for adolescents and their families as well as other people who interact with adolescents.

A total of $3 million is available to be awarded for ANCHOR funding over a period of three years to a maximum of five organizations. Applicants may apply for a pro-rated amount of up to $583,000 for the first period of performance and for up to $1 million for subsequent periods of performance, if renewed. The amount will vary based upon the number of programs awarded. The initial period will span Dec. 1, 2025–June 30, 2026. The deadline to apply for ANCHOR funding is Sept. 22 at 5 p.m. CT.

More information can be found in the Notice of Funding Opportunity here. Applications must be prepared and submitted using the online portal here. Interested applicants are encouraged to begin the process as soon as possible to ensure sufficient time to complete pre-qualification and pre-award requirements.

The Food and Drug Administration (FDA) last week announced it was lifting its previously recommended pause on the use of the chikungunya virus vaccine in individuals 60 and older, following a benefit-risk assessment. The agency also advised updated labeling for the vaccine, which includes expanded warnings about adverse reactions reported during post-marketing use. The pause, recommended May 9, was prompted by reports of serious neurologic and cardiac events in older adults. The Centers for Disease Control and Prevention recently issued a Level 2 travel notice for people traveling to China about the chikungunya virus, urging them to “practice enhanced precautions.”
