SASETA Legislation Signed by the Governor
On Aug. 15, 2025, Gov. JB Pritzker signed P.A. 104-0386 and P.A. 104-0371 codifying changes to the Sexual Assault Survivors Emergency Treatment Act (SASETA), which outlines requirements for providers, law enforcement and state agencies when treating and interacting with survivors of sexual assault.
P.A. 104-0386 (SB 1602) and P.A. 104-0371 (SB 1274) reflect over a year of collaboration among the Illinois Office of the Attorney General (OAG), hospitals, and other stakeholders, and include key changes to ease unduly burdensome transfers, clarify reimbursement for transfer hospitals, and enhance support for survivors receiving follow-up care. These changes are effective Jan. 1, 2026.
Moving forward, IHA will continue collaborating with the workgroup to identify additional options to further amend SASETA to make it more workable for Illinois’ hospitals and the survivors they serve. The workgroup acknowledges the significant challenges hospitals face in building and sustaining the qualified medical provider (QMP) workforce required to operationalize SASETA, and future collaborative efforts will focus on:
Increasing reimbursement for forensic exams;
Establishing and expanding the use of telehealth when interacting with sexual assault survivors (TeleSANE); and
Identifying additional changes that will enable more hospitals to provide medical forensic examinations, thus ensuring survivors have access to the care they need closer to home.
OAG’s SANE Coordinator has recorded a presentation discussing these changes available here. Please note that the presentation is for informational purposes only, and no continuing education credit or certificate of completion is provided for viewing the recorded presentation.
Deadline Aug. 31 for August Cohort Medicaid IMPACT Revalidations
The Illinois Dept. of Healthcare and Family Services (HFS) is currently conducting IMPACT Medicaid provider revalidations. Providers in the August cohort must complete IMPACT revalidations by this Sunday, Aug. 31. Completing this information is necessary to continue receiving Medicaid reimbursement. If you are in this revalidation cycle and do not submit your revalidation information by Aug. 31 you will be disenrolled from the IMPACT system and cannot receive retroactive enrollment. IHA urges all providers to check their revalidation cycle due date—including physicians and physician groups affiliated with your hospitals—and to check for any incomplete revalidations. NOTE: If a physician providing services at your hospital does not revalidate, your hospital will not receive payment for those services provided by that physician.
To check your revalidation due date, search the basic information page of your IMPACT enrollment. HFS has provided IHA with step-by-step instructions to check the status and due date of servicing providers that you can access here. The IMPACT Provider Revalidation website includes step-by-step instructions, a frequently asked questions document and a townhall webinar recording.
FDA Suspends Chikungunya Vaccine Citing Severe Side Effects
The Food and Drug Administration (FDA) has suspended the license for chikungunya vaccine due to reports of four new severe adverse events. According to an Aug. 25 press release from manufacturer Valneva, the FDA’s decision will halt all shipping and sales of the vaccine in the U.S. Of the four reported cases, three occurred in individuals aged 70 to 82 years, including one hospitalization of an 82-year-old individual who was discharged after two days; the remaining case occurred in a 55-year-old individual. The FDA’s recent decision to suspend the license altogether following an Aug. 6 decision lifting a temporary pause on the vaccines used in people over 60 after initial adverse events were observed in older adults with underlying health conditions. The company said it will comply with the FDA decision.

When I accepted the role of CEO at Loretto Hospital in 2022, I knew I was walking into a storm. It’s no secret: During a time of chaos, Loretto was exploited by a small group of individuals who knowingly preyed on vulnerable systems meant to protect this hospital and its patients, and the damage was immense. But I didn’t come here to cover it up. I came to clean it up. I came to lead through the crisis and to rebuild what was broken.
