General Assembly Passes Hospital-Backed 340B Legislation in Final Hours of Spring Session
Following years of advocacy by IHA and the hospital community, the Illinois General Assembly passed the Illinois Patient Access to Pharmacy Protection Act (House Bill 2371) with bipartisan support in the final hours of the 2026 spring legislative session. The legislation protects the 340B program and the critical healthcare services it supports for patients and communities across Illinois.
IHA President and CEO A.J. Wilhelmi issued the following statement following the bill’s passage on May 31:
“We are grateful that the Illinois General Assembly took action today to protect access to care for vulnerable patients and communities across the state. I want to especially thank Rep. Anna Moeller and Sen. Dave Koehler for their leadership, partnership, and thoughtful collaboration in advancing legislation that strengthens and protects the 340B program and the patients who depend on it.
“For more than three decades, the 340B program has served as a critical lifeline—helping hospitals expand access to affordable medications, support chronic disease management, enhance behavioral health services, and address longstanding disparities in care. This legislation not only preserves these vital patient benefits, but also improves transparency and accountability surrounding the program, helping ensure policymakers and the public have a clearer understanding of how 340B savings are reinvested to meet community health needs.”
Illinois now joins more than 20 other states that have enacted protections for the 340B program, safeguarding patients’ access to 340B medications and the healthcare services those savings support in communities across the state. HB 2371 now heads to the desk of Gov. JB Pritzker for final consideration.
Additional information about HB 2371 and other legislation impacting the hospital community will be shared in a forthcoming IHA memo to membership.

FBI Alert Highlights Cyber Actors Impersonating IT Personnel
The Federal Bureau of Investigation (FBI) recently released an FBI Flash alert raising awareness about a cyber threat group called the Silent Ransom Group (SRG), which has targeted healthcare and other industries in recent years using social engineering tactics. The group poses as IT support staff through phone calls and phishing emails. The FBI said the group, which is also known as Luna Moth, Chatty Spider and UNC3753, has been active since at least 2022. The alert includes indicators of an SRG attack and offers recommendations to defend against the group, including use of robust passwords, multifactor authentication and installation of antivirus tools to help defend against ransomware attacks..
